Like its peak-stats counterpart, this only governs whether the capability exists on the card and, per its own description, requires an IOM reboot to actually take effect, so an admin planning to enable historical total-traffic statistics collection needs to schedule that reboot into the change window. For example, an admin schedules a maintenance-window IOM reboot specifically to activate cardBulkStatsTotalCapability after enabling it, knowing the setting alone won't take effect live.
