What is cardBulkStatsPeakCapability?
This enables or disables the card's underlying capability to collect peak 5-minute traffic statistics, as distinct from actually turning that collection on. Because the description explicitly notes the change only takes effect after an IOM reboot, an admin who enables this capability and expects immediate peak-stat collection will be confused when nothing changes until the card is rebooted; this is a provisioning-time setting, not a live toggle. For example, an admin enables cardBulkStatsPeakCapability expecting peak stats to start immediately, but data doesn't appear until the IOM card is rebooted to apply the change.
