This sets how often the card re-raises an alert for a sustained congestion condition, as distinct from an outright overflow, affecting the CBR queue on the switching port's Pearl ASIC. Because this tracks congestion rather than an outright overflow event, it can act as an earlier warning stage for CBR traffic quality degradation; an admin seeing this fire without the corresponding overflow alert knows the CBR queue is under sustained pressure but hasn't yet actually overflowed. For example, this congestion alert firing repeatedly without the CBR overflow alert ever triggering suggests the queue is chronically busy but staying just under the overflow line, still worth investigating before it crosses that line.
