This is the master on and off switch for whether this card raises any ATM threshold-crossing alerts at all, regardless of the individual per-condition thresholds configured elsewhere. Because this gates every one of the card's TCA alerts at once, an admin who disables it to silence one noisy alert type will also silence every other ATM TCA condition on the card, including genuinely important ones like ingress buffer overflow, a broader effect than disabling a single alert period or threshold would have. For example, an admin who sets cardATMTcaEnable to disable(2) to stop a nuisance alert unintentionally also loses visibility into a genuine buffer-overflow condition that develops on the same card afterward.
