What is stmnHistPMMSUASInitialize?
Allows a management system to reset the historical Multiplex Section (MS) Unavailable Seconds counter to zero on an STM-N interface. Clearing this counter restarts measurement of seconds during which the MS layer was in an unavailable state due to sustained severe errors.
