What is ospfCumNbrDown?
Reports the total number of neighboring routers currently in the initial (Down) state of the OSPF neighbor conversation across all areas and interfaces. A high count suggests that many potential OSPF neighbors are unreachable or have not yet begun exchanging Hello packets.
