What is lacpInfoPortPartOpPortState?
Reports the full operational state bitmask received from the LACP partner device for this port, encoding eight flags: Activity, Timeout, Aggregation, Synchronization, Collecting, Distributing, Defaulted, and Expired. This octet reflects how the remote partner device is reporting its own LACP port state.
