What is ipSifExpectIndex?

This read-only integer is used internally by the Stateful Inspection Firewall to index and later match an "expected session" entry -- a session the firewall anticipates and will allow through even though it wasn't explicitly initiated. It identifies a row in the expected-sessions table.
