What is pppIsdnConfigAllowShortSeq?

This Boolean allows the peer to use 12-bit short sequence numbers for MLP frames instead of 32-bit numbers. Network engineers enable this on multilink bundles to reduce overhead. Disabling it requires 32-bit sequence numbers, increasing frame size.
