Description: This setting enables or disables apexAlarmOutputUtilizationFault.
When set to 'enabled' the alarm will operate as described.
When set to 'disabled' the alarm will not be reported or wrapped into unitAlarmStatus and the alarm condition will remain 'ok'. If the alarm condition is not 'ok' when it is 'disabled', the alarm will be cleared.
Once written, the change to this parameter will take immediate effect. However, in order for the change to persist through subsequent reboots or power cycles, the change must be saved via the apexSaveConfig parameter.

What is apexEnableOutputUtilizationFault?
Enables or disables monitoring of output channel utilization on the APEX device. When enabled, an alarm is triggered if the aggregate bit rate being sent to an output channel approaches or exceeds its capacity, warning operators of potential output congestion.
