What is alarmActiveStatsLastRaise?

This timestamp records the system uptime value at the instant an alarm condition was most recently triggered for a specific alarm in the active alarm list. A zero value indicates no alarms have occurred since the last system restart, or no active alarms exist. Operations teams use this to correlate alarm timing with network events for root-cause analysis.
