What is adslAturConfMinUpshiftTime?

This OID sets the minimum time in seconds that SNR must remain above the upshift threshold before the modem attempts a speed increase. Network engineers configure this to prevent constant speed changes from temporary line fluctuations, which would cause service instability. Setting this to 60 means the modem only attempts to increase speed after SNR has been favorable for at least 60 consecutive seconds.
