This counter accumulates the number of encoded blocks transmitted during the current incomplete 15-minute window. Network engineers poll this in real-time to monitor downstream traffic load and spot sudden drops that might indicate emerging line problems. If this counter reaches 2,000,000 blocks with only 450 seconds elapsed, the transmission rate is approximately 74,000 blocks per minute.
