This counter measures the low-priority cells (CLP=1) transmitted from the Virtual Channel Link that may be discarded during congestion to protect higher-priority traffic. Network engineers use this to understand the traffic mix on the channel and to ensure that elastic applications are marked as best-effort rather than guaranteed. A high ratio of CLP=1 to CLP=0 cells (for example, 15 million CLP=1 to 5 million CLP=0) indicates that the VCL is primarily carrying non-critical traffic like bulk file transfers.
