This counter measures the number of lower-priority cells (CLP=1) received on the Virtual Channel Link that can be discarded if network congestion occurs. Network engineers track this to understand the mix of traffic quality on a channel and to determine if there is room to drop more low-priority cells when the network becomes congested. A high CLP=1 count relative to CLP=0 (e.g., 3 million CLP=1 cells vs 1 million CLP=0 cells) indicates that the remote side is sending mostly elastic, delay-tolerant traffic.
