This OID defines the third parameter that maps Frame Relay congestion signals (FECN) to ATM congestion indicators (EFCI). Network engineers use this when they need backward compatibility between Frame Relay networks that notify congestion and ATM networks that expect different congestion markers. A value of 1 enables the conversion, so when a Frame Relay switch sets FECN=1 (forward explicit congestion notification), it becomes EFCI=1 on the ATM cell.
