What is accXnsUbRipUnConHelOuts?

This counter tracks normal (uncongested) hello packets sent when the routing interface is operating smoothly without resource constraints. Engineers compare this against congested hello counts to measure link stability and identify problem periods. For example, 950 uncongested hellos versus 50 congested ones shows the interface is healthy most of the time with occasional stress.
