What is accXnsUbRipUnConHelIns?

This counter records uncongested hello messages from neighbors, indicating the neighbor has available bandwidth. Engineers compare this against the congested hello counter to measure overall neighbor health and load. A neighbor with many uncongested hellos is a good routing candidate for new traffic.
