What is accXnsUbRipConHelOuts?

This counter counts congestion-flagged hello packets sent when the network link is experiencing delays or is under heavy load. Network operators use this to detect when this router senses it cannot keep up with traffic, signaling potential performance issues. For example, seeing 50 congested hello packets in a period where normal hellos number 1,000 suggests the link hit saturation briefly.
