What is accXnsUbRipConHelIns?

This counter tracks congested hello messages received from neighbors, which signal that the neighbor is experiencing traffic congestion. Engineers use this to identify congested paths and decide whether to reroute traffic to less-loaded neighbors. For example, if this counter rises while the normal hello counter stays flat, it signals congestion on that path.
