What is accL2tpTunnelStatusRemTunnelId?

This OID stores the 16-bit tunnel identifier assigned by the remote peer device (the far end of the L2TP tunnel). Engineers verify this matches their peer's configuration to ensure both ends agree on the tunnel identity. If the remote tunnel ID is 512, your device knows the peer assigned itself ID 512 for this tunnel.
