What is accIsdnStatHdlcOutPackets?
This counter tracks the total number of HDLC packets transmitted on the D-channel (signaling channel) since startup. Engineers compare outbound packet counts with inbound counts to verify that two-way communication is working symmetrically. For example, if inbound packets total 50,000 but outbound packets are only 100, the device is receiving but not sending, indicating a transmit failure.
