What is acSysIPSecSPDAction?

This OID specifies what the device should do with traffic matching a given IPsec policy—whether to encrypt it, bypass it, or discard it. You configure this when setting up policy rules to decide which applications and IP flows get encrypted through the VPN. For instance, a value of 1 means 'protect with IPsec', 2 means 'discard', and 3 means 'bypass encryption'—so you might bypass DNS (port 53) while protecting all other traffic.
