What is dot3MpcpOperStatus?

This read-only truth value reports whether the Multi-Point MAC Control Protocol (MPCP) sublayer, defined in 802.3ah clause 64, is currently operating as enabled or disabled on this EPON interface. An admin reads it to confirm the actual running state of MPCP, which is controlled via the separate dot3MpcpAdminState object. For example, seeing false(2) here despite the admin state being enabled would prompt the admin to investigate why the protocol failed to actually come up on that interface.
