Description: This variable indicates whether a push (i.e. notification message) should be done at invocation.
What is pushInitTime?
Read-write flag controlling whether a push notification message is sent to replication partners at WINS invocation/startup. An admin enables this so the server proactively announces its database state to partners as soon as it starts.
