What is cmdDoScavenging?
Write-oriented command flag (no/yes) that, when set to yes, triggers WINS to immediately perform a scavenging cycle. An admin uses this to force cleanup of stale, tombstoned, or expired records on demand rather than waiting for the next scheduled scavenge.
