What is usrSnmpCommPoolValid?

This indicates whether the address pool named in usrSnmpCommPoolName actually exists on the device, valid or invalid. An admin cares because an invalid value flags a misconfiguration where the community references a pool that was never created or has since been deleted, which would break pool-based address validation. For example, if a pool is renamed from noc-pool to ops-pool, a community entry still referencing the old name would show this as invalid.
