The MIB source ships this object with an empty DESCRIPTION, but its name and OCTET STRING syntax indicate it records the starting point in time (or address) from which this pinger's availability checks began being tracked. Illustratively, an admin would read it to know the beginning of the measurement window that the total/up/online counters below are computed over. For example, the value might hold a timestamp string marking when uptime monitoring for this target started.
