What is fibTmuNumIfDown?

This cyclic counter tallies how many times a message was directed to an interface that was in the 'down' state. Admins watch it to catch configuration or routing problems where traffic keeps being aimed at an interface that isn't actually up. For example, a steadily climbing count here suggests something upstream is still trying to use an interface the admin intentionally took down.
