This read-only value reports the TC (direct-mapping) alarm condition during this interval: noAlarm(1) or lcdFailure(2) (loss of cell delineation). An admin seeing lcdFailure(2) for a given interval knows the ATM cell-delineation layer briefly failed during that window.
