This is the Reference Signal Received Quality (RSRQ), an LTE signal-quality metric that accounts for interference and cell load, not just raw strength. Admins use it alongside RSRP for a fuller picture of LTE link health, since a cell can have strong RSRP but poor RSRQ under heavy load.
