What is thirdNMSFaultFilter?

Configures a filter string in the form 'IP:Port:AlarmSeverityFilter:FaultFlagFilter' that controls which alarms this device forwards to a specific third-party OSS/NMS, for example '10.18.17.28:9999:1001:011' would suppress critical and warning alarms while still reporting minor/major ones to that OSS.
