What is scStateValue?

This value, carried in a trap, indicates whether the reported alarm is currently activated(1) or has been rearmed(0), meaning the condition has cleared and the alarm is ready to trigger again. An admin uses this to know whether a given trap represents a new problem starting or a previous problem clearing, which is essential for building accurate alarm state tracking in a monitoring system. For example, receiving two traps for the same alarm ID, first with this object at activated(1) and later at rearmed(0), tells the admin the underlying condition started and then resolved.
