What is sonusMgcpSessionState?
This is the administrative (enabled/disabled) state of an MGCP session row, defaulting to disabled until an operator explicitly enables it. A newly created session stays disabled by design so it can't accidentally start handling traffic before the rest of its configuration (call agents, service profile) is in place.
