What is atmE1ConfFillerCells?

An admin sets this to match the filler cell type expected by the far-end ATM equipment, since a mismatch can cause the far end to miscount cells or misinterpret idle periods. For example, setting atmE1ConfFillerCells to idle(2) matches a far-end switch that specifically expects idle cells rather than unassigned cells during quiet periods.
