What is seeTaskControlStatus?
This is the RowStatus that provisions and activates a management-task entry; every other configuration field for the task (app profile, permissions, trigger settings, and so on) must be set correctly before this can be moved to active. Admins use createAndWait or notInService while assembling a new task's configuration, then set it to active to actually start the task running.
