What is seeLogCreateTOD?

This is the time-of-day timestamp (matching schedLocalTime) recorded when this log entry was created, or an empty string if the agent has no time-of-day clock (seeCapsTodClock equal to noTodClock). Admins use it, when available, to see the real-world wall-clock time a piece of script log output was generated.
