A retransmission time value of zero means immediate re- transmission.
What is sctpRtoInitial?
This read-only value reports the initial retransmission timer value in milliseconds (default 3000), used before any round-trip time samples have been collected for a new association. Admins reference this as the starting point for how quickly an association's first retransmission attempt will fire.
