This is the standard RowStatus control for creating or deleting rows in the SAVI binding table, but per the source description it only takes effect when the entry's saviObjectsBindingType is static; dynamically learned bindings cannot be created or removed this way. Admins use it to manually provision a static, always-trusted address binding for a host, such as a server with a fixed IP. Setting saviObjectsBindingRowStatus to createAndGo on a static entry lets the admin manually pin an IP-to-MAC binding that SAVI will always trust regardless of dynamic detection.
