An NMS uses this two-state flag to track the full alarm lifecycle instead of treating each trap as an isolated event, automatically closing a ticket when the clear(2) trap arrives. For example, a rogue AP detection first sends raise(1) when the device is spotted, then sends clear(2) once it is no longer seen on the air.
