This read-write flag controls whether the device fires an SNMP trap whenever a new error is logged internally, and it defaults to true so error events reach the management station automatically. Administrators can turn it off if they'd rather rely on the rcErrorText/rcErrorCode objects being polled directly and don't want every internal error generating a trap. Disabling this on a device with a known noisy or benign recurring error would stop that error from repeatedly paging the NOC while leaving the error information still readable on demand.
