What is rcVlanPotentialMembers?

This read-write OCTET STRING (32 bytes, representing ports 0-255) is, per its source description, a bitfield identifying which switch ports are eligible to potentially join this VLAN (for example, dynamically via GVRP-style protocols). Admins configure this to constrain which ports are even allowed to become dynamic members of a policy-based VLAN, distinct from ports that have actually joined. For example, clearing a port's bit here would prevent that port from ever dynamically joining this VLAN even if traffic matching the VLAN's policy criteria appeared on it.
