Description: A bitfield used to identify which ports are not allowed to join this VLAN.

A one(1) value in a bit means the port is not allowed to join a VLAN. A zero(0) value in a bit means the port is allowed to join a VLAN.

The bitfield is 32 octets long representing ports 0 to 255 (inclusive).

What is rcVlanNotAllowToJoin?

This read-write OCTET STRING (32 bytes, representing ports 0-255) is, per its source description, a bitfield where a 1 bit marks a port as explicitly forbidden from joining this VLAN and a 0 bit means the port is allowed to join. Admins use this to enforce a hard exclusion list preventing specific ports from ever becoming members of a VLAN, even dynamically, which is a stronger restriction than simply leaving them out of rcVlanPotentialMembers. For example, setting the bit for a guest-network port here would ensure that port can never be pulled into a sensitive internal VLAN even by misconfiguration elsewhere.
