What is dot1qTpVlanPortInOverflowFrames?

This counter tracks how many times the inbound frame counter maxed out and rolled over to zero. Network engineers use this on high-traffic ports to know when the main counter has wrapped, preventing false conclusions about traffic volume. For example, seeing five overflows means add five complete counter cycles to the current reading.
