What is prvtEfmOamEnable?
Turns Ethernet-in-the-First-Mile OAM (802.3ah link-layer OAM) on or off for the whole device. An admin disables it on links where the peer does not speak EFM-OAM, since an unsupported peer will simply ignore the discovery PDUs anyway.
