What is outState?
This value reports and controls whether the module's power output is currently on or off. Administrators use it both to check the current output state and, since it's read-write, to remotely turn that output on or off. For example, an admin might remotely set this to off to power down a connected load for maintenance, then set it back to on once the work is complete.
