What is mscGsmBcAdminState?
Read-only OSI administrative state -- locked(0)/unlocked(1, default)/shuttingDown(2) -- of this bearer channel, the same locked/unlocked/draining semantics as mscGsmCsAdminState but scoped to an individual channel.
