What is mscShelfCardFabricPortAdminState?
The OSI administrative state of this fabric port: locked (administratively blocked from use, via a Lock command), shuttingDown (draining existing traffic but accepting no new users, mid-Lock), or unlocked (fully available, via an Unlock command). An admin locks a fabric port before performing maintenance on the card behind it.
