What is mscRtgRowStatus?
This read-write RowStatus column creates or deletes rows in the mscRtg (Routing) component table, the top of the Passport routing hierarchy - it is how new Routing component instances get provisioned via SNMP. An admin sets it to createAndGo when adding a new Routing instance, though in practice this top-level component is typically pre-existing rather than newly created.
