Description: This attribute indicates the value of the Explicit Forward Congestion Indication (EFCI) bit of the last data cell received from the interface.
When a forward Resource Management (RM) cell is turned around as a backward-RM cell, the Congestion Indication (CI) field of the backward-RM cell is set to 1, if the value of this attribute is indicated.
This attribute is set to notIndicated each time a backward-RM cell is transmitted.
